Before meeting her son, Ma was excited and nervous. She was one of the ninth batch of amnesty recipients of New China and was able to reunite with her family before the Mid-Autumn Festival.

On June 29, President Xi Jinping signed and issued the "Pardon Order of the President of the People's Republic of China" (hereinafter referred to as the "Amnesty Order"). According to the "Decision of the Standing Committee of the National People's Congress on Granting Amnesty to Some Prisoners Serving Prisoners on the 70th Anniversary of the Founding of the People's Republic of China" (hereinafter referred to as the "Amnesty Decision") passed by the 11th Session of the Standing Committee of the 13th National People's Congress (hereinafter referred to as the "Amnesty Decision"), nine categories of criminals serving prison sentences will be granted amnesty.

On June 30, the Central Political and Legal Affairs Commission held a video conference on the mobilization and deployment of the national amnesty implementation work and issued a mobilization order to the political and legal system. As of September 12, courts across the country have ruled to grant amnesty to 15,858 criminals. The implementation of amnesty has achieved good political, legal and social effects.

Repeated investigations, one by one investigation, no one should be released

The 37-year-old Ma has served 10 years in prison. In 2009, she had a dispute with her husband over a trivial family matter and accidentally injured her husband to death. Therefore, she was sentenced to 15 years in prison, deprived of political rights for five years, and sent to the Shaanxi Provincial Women's Prison to serve her sentence.

After the amnesty order was issued, following the principle of "prison screening as the main task, and self-application as a supplement", political and legal agencies at all levels in Shaanxi Province divided their responsibilities and carried out amnesty work quickly, in accordance with the law and efficiently.

While serving his sentence, Ma learned to be grateful, cherished every learning opportunity in prison, and received two commutations of his sentence. When Ma was watching "Xinwen Lianbo", she learned about President Xi's signing of the amnesty order, "But at that time, I didn't dare to think about myself." At a policy briefing meeting held in the prison, she learned that she met the "eighth category" stipulated in the amnesty decision: women who are widowed and have minor children or children with severe physical disabilities who cannot take care of themselves, and who really need to be raised by themselves, are sentenced to a fixed-term imprisonment of less than three years or the remaining sentence is less than one year.

Ma applied to the prison. She did not know that during the amnesty period, the political and legal authorities were conducting thorough investigations and had already carried out various tasks including file review, field investigation, verification and verification on her.

In the implementation of this amnesty, the political and legal committees of party committees, judicial administrative agencies, public security agencies, people's procuratorates, and people's courts at all levels used a "fair, strict, and standardized" attitude and style to screen each case one by one, repeatedly investigate and collect evidence, investigate doubts, and make rulings in accordance with the law. During the course of the amnesty work, prisons across the country dispatched more than 2,000 investigation teams and deployed more than 8,000 police personnel to visit civil affairs, human resources and social security, retired military affairs departments, relevant military stations, archives, historical materials museums, and more than 7,000 relevant enterprises and units across the country, and collected more than 10,000 pieces of various evidence materials to lay a solid evidence base for case handling and ensure that every case can withstand the test of law and history.

In the Shaanxi Provincial Women's Prison where Ma is serving her sentence, more than 10 police officers traveled more than 1,700 kilometers and visited 16 units in 7 places to conduct multi-party investigations and evidence collection. After obtaining the relevant social risk assessment, meetings were held step by step according to the procedures, and the review and referral of multiple criminals were finally completed.

"Grateful! Grateful! What I didn't expect, the country thought of, allowing me to reunite with my family as soon as possible and fulfill my responsibilities as a daughter and mother." On September 11, Ma received the amnesty ruling from the Xi'an Intermediate People's Court and immediately told his father in his hometown the good news through the "family phone" in prison.

Coordinate multiple departments to unify the identification standards

"This is the special care of the party and the country for me. The party and the country have never forgotten to save me." Wang Mourong was very grateful for being pardoned.

Wang Mourong meets the third item in the amnesty decision: since the founding of the People's Republic of China, he has made great contributions to the construction of major national projects and has won honorary titles such as "Model Worker", "Advanced Worker", and "May 1st Labor Medal" at or above the provincial and ministerial levels.

Before his arrest, Wang Mourong was the vice president of Minsheng Securities Co., Ltd. In 2018, he was sentenced to 6 years in prison by the Intermediate People’s Court of Xuchang City, Henan Province for the crime of job embezzlement, and served his sentence in the Henan Province No. 1 Prison.

It is understood that the Central Political and Legal Affairs Commission and the Central Political and Legal Affairs Units have conducted in-depth research and clarified the guiding ideology, applicable conditions, implementation steps, etc. for the implementation of amnesty, and made detailed regulations on the specific identification standards and certification material requirements for nine types of criminals, providing specific policy guidance for handling amnesty cases.

During the implementation of the amnesty, the Central Political and Legal Affairs Commission promptly summarized the legal and policy problems encountered by various departments and regions, and held multiple special coordination meetings with the central political and legal units, the National Development and Reform Commission, the Ministry of Human Resources and Social Security, etc., to study and solve difficult issues such as how to grasp "major national projects" and "honorary titles at or above the provincial and ministerial levels".

The "Second Prize of the National Science and Technology Progress Award" that Wang Mourong once won was jointly awarded by five departments of the State Council. Taking into account factors such as the long history, the reform and merger of national ministries and commissions, Henan Province No. 1 Prison set up a working group.

During the investigation and evidence collection, the working group went to Beijing three times, lasting more than 10 days, and visited 5 departments. Finally, it was learned that the Economic Structural Reform Committee of the National Development and Reform Commission kept relevant information. The working group stayed on site for two days, searched with the department, read through relevant documents, found relevant materials and copied them back. Then they conducted active coordination and communication. In the end, the National Development and Reform Commission recognized Wang Mourong’s honor as an “honor at the provincial and ministerial level or above.”

It is understood that based on the actual situation of this amnesty, the Supreme People's Court has revised and improved the format of the amnesty judgment document, issued it to courts across the country for implementation, and clarified that amnesty cases will be unified into the case handling system. All relevant courts will strictly implement amnesty orders and amnesty decisions, strictly grasp the basic principles of amnesty, the scope of amnesty, substantive conditions for amnesty and case handling procedural requirements, and try amnesty cases fairly and efficiently in accordance with the law; coordinate the handling of cases. Strength, form a specialized trial team to handle amnesty cases, and the president of the court personally handles amnesty cases, give full play to the role of the presiding judge, collegial panel, professional judge conference, and adjudication committee, adhere to the principle of evidence adjudication, strictly review evidence materials, and provide supplementary opinions on evidence materials that do not meet the requirements. If the evidence is still insufficient after supplementation, pardon will not be granted.

Procuratorates across the country have taken the initiative to strengthen collaboration with courts, public security agencies, judicial administrative agencies, prisons, detention centers, and community correction institutions, establish and improve working communication mechanisms, intervene in a timely manner, and review cases on a case-by-case basis. As of September 12, a total of 23,211 cases of amnesty applications had been reviewed and 1,342 cases of improper amnesty applications submitted by the penalty execution agencies had been corrected to ensure that the amnesty was implemented in accordance with the law.
